ADVERTISEMENT – BIDS WANTED
Sealed proposals will be received by the City of Lincolnton, North Carolina at the Water Treatment Plant, 1338 Reepsville Road, Lincolnton, N.C. 28092 until 11:00 a.m. on Tuesday, April 17, 2018. These bids will be a year contract for the fiscal year July 1, 2018 through June 30, 2019. The chemicals will be used by the water treatment plant and wastewater treatment plant. At this time Mr. Robert W. Pearson, Lincolnton Water Resources Director, will publicly open each proposal and read for the following: Chemical Bids.
Proposals must be on standard forms furnished by the City and must be marked: Chemical Bids.
Proposal forms and specification may be obtained at the superintendent’s office of the Lincolnton Water Treatment Plant (704-736-8970). A deposit equal to 5% of the net price bid must accompany each proposal. This deposit may consist of cash; cashiers check or certified check drawn on a bank or trust company authorized to do business in North Carolina or on a bank insured by the Federal Deposit Insurance Corporation, payable to the City of Lincolnton; or a 5% bid bond issued by any insurance company authorized to do business in North Carolina. This deposit will be retained in the event of failure of the successful bidder to execute the contract within 10 business days after notice of award or to give satisfactory surety as required. The deposit will be returned once the contract has been satisfactorily executed.
The City reserves the right to reject any or all proposals.

Pearson, Water Resources Director for the City of Lincolnton, North Carolina, at the Water Treatment Plant, 1338 Reepsville Road, Lincolnton, N.C. 28092 until 11:00 a.m. on Tuesday, April 17, 2018 at which time they will be publicly read. After reading the bids, each proposal will be individually examined to confirm all requirements.
CHEMICALS TO BE BID ON ARE:
1. All chemicals must be approved by the Public Water Supply Section, Dept. of Environment and Natural Resources, State of North Carolina.
2. All chemical bids will include a typical analysis sheet of each chemical.
3. All chemicals will comply with NSF 60 Current Standard, which covers direct additives.
4. All chemical bids must include with their bid certification of compliance with NSF 60 Current Standard.
Water Treatment Chemicals
5. Liquid Alum, Base 8.23% (Average) - Approximately 26,000 gallons
NSF 60 Current Standard
Sodium Chloride (NACL) shall not exceed a maximum of 0.01% or 100 ppm
6. Liquid Caustic Soda, 50% - Approximately 14,000 gallons NSF 60 Current Standard
7. Liquid Chlorine (ton cylinder) - Approximately 18 tons NSF 60 Current Standard
8. Hydrofluosilicic Acid 23% - Approximately 3,000 gallons NSF 60 Current Standard
9. Liquid Sodium Bisulfite 38% (50-55 gal. drum) – Approximately 16 drums NSF 60 Current Standard
10. Activated Carbon (50 lb. bag) – Approximately 3,000 lbs. NSF 60 Current Standard

SPECIFICATIONS
1. The bidder is an approved supplier by the Public Water Supply Section, Department of Environment and Natural Resources for the state of North Carolina.
2. Orders will be placed by phone or mail three (3) days in advance of date needed, with the exception of an emergency. Only orders with approved purchase order numbers will be filled.
3. Delivery must not be made before 7:00 a.m. and not after 3:00 p.m. Inform the Lincolnton plants if these hours are not always possible due to bad weather or transportation breakdowns so that other arrangements may be made.
4. All chemicals must meet NSF 60 Current Standard and certification of compliance must be included with bid.
5. It is recommended that each company making bids should send a representative to the Lincolnton Water Treatment Plant and the Lincolnton Wastewater Treatment Plant to observe procedures for loading and unloading chemicals.
6. The truck driver must have proper statement of weight, gallons and chemical analysis and checked by plant officials or operator on duty before off-loading to assure the correct connection for each chemical. MSDS of each chemical must accompany every shipment.
7. Quotations are to be submitted in the required units, weights, volumes, and/or containers as listed on the chemical list. All bids are to include delivery fees. These bids are to be mailed as follows:

INSTRUCTIONS TO BIDDERS
1. Each bidder must submit a proposal on the blank form provided. The bidder shall sign their proposal correctly. Proposals may be rejected if they show any omissions, alterations of form, additions not called for, conditional bids or irregularities of any kind.
2. Each proposal must be submitted in a sealed envelope, so marked as to indicate its contents without being opened. This envelope shall be placed in another envelope addressed to Mr. Robert W. Pearson, Water Resources Director, City of Lincolnton, P.O. Box 617, Lincolnton, North Carolina 28093. If forwarded other than by the US postal service, it must be delivered to Mr. Robert W. Pearson at the City of Lincolnton, Water Treatment Plant located at 1338 Reepsville Road, Lincolnton North Carolina 28092.
3. Proposals will be opened promptly and read at the hour and on the date set in the advertisement at the Water Treatment Plant on Reepsville Road. Bidders or their authorized agents are invited to be present.
4. The name of a certain brand, make or definite specification denotes quality standard in the articles desired, but does not restrict bidders to the specific brand, make or manufacturer named. These are meant to convey to prospective bidders the general style, type, character, and quality of the articles desired, unless otherwise specified.
5. The contract will be awarded to the lowest responsible bidder; taking into consideration quality, performance and the time specified in the proposal for the performance of the contract.
6. A deposit equal to 5% of the net price bid must accompany each proposal. This deposit may consist of cash; cashiers check or certified check drawn on a bank or a trust company authorized to do business in North Carolina or on a bank insured by the Federal Deposit Insurance Corporation, payable to the City of Lincolnton; or a 5% bid bond issued by any insurance company authorized to do business in North Carolina. This deposit will be retained in the event of failure of the successful bidder to execute the contract within 10 business days after award or to give satisfactory surety as required. The deposit will be returned once the contract has been satisfactorily executed.
7. The City reserves the right to withdraw this contract within 30 days written notice.
8. A copy of the bid results will be available as soon as possible. If bidder desires a copy, please include a written request stating address and person to whom results are to be mailed, faxed or emailed.
The undersigned bidder encloses a deposit equal to 5% of the net price bid. This deposit consists of cash; cashiers check or certified check drawn on a bank or trust company authorized to do business in North Carolina, or on a bank insured by the Federal Deposit Insurance Corporation, payable to the City of Lincolnton; or a 5% bid bond issued by any insurance company authorized to do business in North Carolina. This deposit will be retained by the City of Lincolnton in the event that the undersigned, as a successful bidder, fails to execute a formal contract within 10 business days after notice of the award given, or fails to give satisfactory surety as required in the instructions to bidders. The deposit will be returned once the contract has been satisfactorily executed.
