Jeff Emory, City Manager

The City Manager’s Office is responsible for planning, organizing and directing City operations. The City Manager’s Office is accountable for the operation and service delivery of all the major departments in the City.

Jeff has served as Lincolnton's City Manager since 1997. Prior to this, he served as city manager in Whiteville, NC, and town manager in Wallace, NC. He is a graduate of Appalachian State University. Jeff is married to Melanie, a public school teacher, and they have three children.

Donna Flowers, CMC, City Clerk/Assistant to City Manager

Donna has been employed with the City since 1986, serving in various capacities in administration. She has an Associates Degree in Business Administration and Management and is a Certified Municipal Clerk with the International Institute of Municipal Clerk’s. She and her husband Joel have two daughters, Alexandria and Sadie.
